From the Crafting Appendix:
"Runesmiths must include an elemental carrier for each Effect Method they use when crafting an item; thus, a Runesmith crafting an item that does 5 Damage and Stun must also include two elemental carriers in the item creation."
When crafting a Scroll or a Runic Plate, if the Runesmith uses the Elements that have Sympathy with the Effects per the Thaumaturgy Header, is the Cost of activating the Item reduced per the Sympathetic Casting Rule?

If you are making a scroll or false simulacrum (that has an incantation) then you can exploit thaumaturgical sympathy. If you are not (e.g. making a runesmith item or runic plate) then you can't. If I wanted to make a lightning thrower ("By Gesture, Piercing 5 by Light and Air") I wouldn't be able to exploit sympathy -- that would be a Tier 2 combined effect with a cost of 2 attributes. even though Piercing and 5 have sympathies with the elements used. If I wanted to make a scroll or false simulacrum, then you can use the sympathetic casting rules since these require incantations. This is how the crafting rules stand at this moment though this might change before the next event.
