The current rule is:
I'm curious, what is the IG and/or OOG justification for this rule for why it can't be used on oneself or one's allies? For game balance purposes, I suppose I could understand disallowing self-use, but I cannot think of any IG/OOG reason why I couldn't cast it on an ally.

If the drain effects origins is from an ability like invigorating strike, your character isn't getting the morale boost from self harm or harming non enemies
If the drain is from magic it only flows from enemies

If the drain is from magic it only flows from enemies So then if I cast Drain on an ally, what would their callback be? No Effect? Does that mean I could use Drain as a way to determine a persons intentions? If they take the effect, they're not my ally. If they don't take the effect, they are my ally. Can it be utilized as such? If not, why not?
Also, say my best buddy puts on a mask and starts to beat the crap out of me with the intention of NOT letting me die (like best buddy's do), and, not knowing who is attacking me, I cast Drain on them. Do they take the effect?EDIT: I guess the question I really want to know is, does Drain take the targets intentions towards the caster for the purposes of determining if the spell works? Here's an example of what I mean. Say we have two people, Abe and Beth. Abe considers Beth a friend. Beth acts like a friend to Abe, but secretly hates him and wants to kill him and is merely biding her time. If Abe casts Drain on Beth, does it work? I assume the answer is no, but since Beth hates Abe, she's not truly an ally to Abe. Would this cause her to take the effect? If Beth casts Drain on Abe, does it work? I want to say the answer is yes. But if Abe considers Beth a friend, does his belief that they are allies negate the effect?

The Area, Line of Voice and Drain calls were written they way they are for a very specific reason, friendly fire is considered off for intents and purposes. If the effect user intends on it to function towards a target that is not not taking said effect that can be clarified in battle, these calls and effects do not reveal hidden intentions or sinister plots. For Drain specifically, it was created for a very specific mechanical purpose that if we left it untouched would lead to easy abuse and thus it was clarified that you need to use it against enemies.
