Is there any requirements or restrictions to use the Operative Slay ability? It seems pretty powerful if it works like a normal ability.

Yes. In order to use a weapon ability from a Core Header, you have to deliver it with a weapon proficiency from the core header. This means that operatives are limited to delivering their skills by low-capacity firearms, thrown weapons, and shorter melee weapons. This is why the Slay ability (Swing melee 20 damage) is a Tier 2 ability for operatives, whereas for most other core headers, the ability to swing for 20 damage is a Tier 3 ability.
Remember also that the 20 damage effect can be negated by a missed or blocked swing, as well as by the Parry (Tier 2) and Dodge (Tier 3) skills.
An operative with the Slay ability is still extremely powerful though.
